Pemilu merupakan salah satu mekanisme yang melibatkan masyarakat untuk
berpartisipasi dalam pemerintahan. Dalam sejarahnya, Indonesia telah
melaksanakan pemilihan umum sejak tahun 1955 dengan pengaturan yang selalu
berubah setiap pelaksanaanya. Terakhir dalam Putusan Mahkamah Konstitusi
Nomor 55/PUU-XVII/2019 memutuskan untuk melaksanakan pemilihan umum
secara serentak baik ditingkat nasional maupun ditingkat lokal dengan beberapa
model pemilihan umum. Pada penelitian ini penulis mencoba merumuskan
bagaimana memilih pemilu serentak yang yang paling tepat agar pelaksanaanya
sesuai dengan pemaknaan konstitusi. Penelitian ini adalah penelitian normatif
dengan sifat penelitian deskriptif. Pendekatan penulis dalam penelitian ini adalah
pendekatan peraturan perundang-undangan (statute approach), pendekatan
konsep (conceptual approach), pendekatan sejarah (historical approach),
pendekatan analitis (analytical approach), dan pendekatan perbandingan
(comparative approach).
